他刻苦钻研岗位业务，不断追求创新，用职责守护着城市的生产安全和运行安全。张之崟所学专业本是环境工程，和安全监管几乎搭不上边。要从事危险化学品监管工作，就得从零开始。没有什么事情是不会做的，只有不愿意去做。张之崟一方面利用业余时间加强法律法规的自学，另一方面则不断向专家讨教，结合工作实践，啃下硬骨头。无数个日夜在边学边干中度过，要在专业人士面前不说外行话，在复杂的化工装置面前有的放矢。张之崟的工作是与危险化学品生产储存企业打交道，尽管工作强度大、责任重，但让他难以释怀的不是工作辛苦，而是被检查企业的不理解与不配合。2013年，在对一个危险化学品建设项目进行验收时，张之崟发现一处措施没有正常投用，一旦反应失控就会发生爆炸，他随即要求企业立即整改。对此，企业老总却不以为然何必那么较真呢，出不了什么事。虽然张之崟进行第三次现场核查，隐患得到了消除。但在之后的试验中，企业负责人却违规摘除了防护措施，导致企业发生爆炸，曾经鲜活的生命瞬间消失。噩耗传来，张之崟痛彻心扉，多么期盼紧盯不放的隐患永远不要死灰复燃，多么期盼执法闭环后企业安全意识的自主提升。几年间，张之崟跑遍上海市所有危险化学品生产储存企业。从上海最北面崇明岛的南门油库，到最南面杭州湾畔的上海化工区，从最东面洋山港的液化气站，到最西面苏沪界的鞭炮仓库。同时，他编写出《上海市企业安全风险分级管控实施指南（试行）》并组织全市推进实施，用以规范企业的风险管控工作，便于企业落实主体责任。他还编写出《上海市安全生产监督检查事项分类表》，用以规范执法人员的执法标准、裁量尺度，便于政府落实监管责任。几年下来，张之崟经手办理的50余起行政处罚案件和500余万元罚没款的背后，件件都需火眼金睛，桩桩都要动真碰硬。安监的工作岗位既平凡又重要，不追求轰轰烈烈的成绩，只期望长长久久的守护平安。成千上万名一线安全生产监管执法人员们在默默守护着城市的安全底线。（联合推出：央视网应急管理部新闻宣传司/编辑：刘洁）。 鍚夋灄澶у绀句細绉戝瀛︽姤缂栬緫閮?
